NEWTON PUBLIC LIBRARY: City Several Departments Reorganized After Plan Approved by City Council

Newton Public Library issued the following announcement on Oct. 1.

The reorganization will provide additional capacity, improved collaboration and effectiveness, and greater attention to core needs and services. 

The reorganization plan creates a Community Services Department and a Community Services Director. All parks, cemetery, pool, and golf maintenance operations currently under Public Works would move to the Community Services Department. The Community Services Department also oversees the Capital Improvement Plan (CIP), engineering, the airport and serves as staff support the Park Board.

The reorganization also transfers the nuisance code inspector presently in the Community Services to the Police Department. This transfer will create a second Community Service Officer, bringing non-sworn police staff dedicated to code enforcement to 2 full-time positions.  In addition to animal control and parking enforcement, the Community Service Officers will assume responsibility for nearly all nuisance code enforcement efforts in the City. The Community Service Officer previously had the responsibility to enforce only nuisances that involved junk vehicles, campers, and trailers. This change will create a more streamlined approach to nuisance enforcement with one department handling the majority of the City's nuisance complaints.

The plan also reorganizes the Police Department's business office to have an Administrative Specialist and two Administration Assistants. 

The reorganization also consolidates the Administrative Services and Finance Divisions into one Administration Department directed by the City Administrator.

The implementation date for the reorganization is October 1, 2020.
