Dubuque Mayor Roy Buol has asked the Dubuque County attorney to open an investigation into an incident involving City Councilman Jake Rios.
In November, Rios released closed session documents – some of them were audio recordings – illuminating reasons why some council members wanted to terminate the employment of Dubuque City Manager Mike Van Milligen, reported KCRG-TV9.
Iowa code prohibits the divulging of closed session recordings, Buol said in the KCRG-TV9 report. Buol is calling for the investigation to ascertain whether Rios should be relieved of his official duties or if a criminal case should be initiated for misconduct.
The embattled councilman claims he was revealing the information as a whistleblower and acted within the parameters of his rights. Rios’ actions stemmed from his concerns about Milligen's handling of sexual harassment complaints, KCRG-TV9 reported.
"It was my duty as a public servant to whistleblow what had gone on, to the press if need be," said Rios in an article posted on the KCRG-TV9 website.
